Gustavo, seria algo similar
select st_pointn(st_exteriorring(poligono),
generate_series(1,st_numpoints(st_exteriorring(poligono))))
Si fuera un multipolygon deberias iterar sobre los poligonos del
multipoligono con st_geometryn, sino st_exteriorring lanza un error
