En el 1.8 yo usaba el plugin que no necesitaba mapscript y al instalar qgis 2.4 este(qgis 1.8) dejo de funcionar. Todas estas versiones son la stand alone,cuando vi que el plugin mapserver exporter necesitaba mapscript lo instale desde osgeo4w(el mapscript),y no qgis, ya que yo lo tenia instalado,y no funciono el plugin.
Luego desinstale todos los qgis e instale desde el paquete osgeo4w, y durante la instalacion falla un .bat que no recuerdo el nombre. Evidentemente quedan librerias o no se que, que no limpia el desinstalar del qgis standalone. Voy a ver mañana probando algun limpiador de registro de windows.
