Para logearte y subir tu plugin: https://plugins.qgis.org/accounts/login/ El plugin tiene que estar en formato .zip y ya esta,leera los datos del archivo de metadatos y lo tendras subido. Bugtracker: https://hub.qgis.org/login?back_url=https%3A%2F%2Fhub.qgis.org%2Fmy%2Faccount Y luego publicarlo en github,pero ni el bugtracker ni github son obligatorios aunque te digo que recibiras un correo recomendandote que lo crees. Luego como pijada,si quieres cambiar el icono en el bugtracker,tienes que crearte un Gravatar,para que no salga el de por defecto.
