Syncing images is inherently tricky because while two images may look
exactly the same, their data representation is almost always slightly
different and Apple Sync Services uses this data representation to
compare the images. We don't have a setting like you suggested, but it
might help to just turn contact image syncing altogether. You can do
so by pasting this line into a Terminal window:

/Library/Application\ Support/Spanning\ Sync/Spanning\ Sync.app/
Contents/MacOS/Spanning\ Sync -disable-contact-images

(and press return.)

The next sync will be like the first time and take longer, but no
contact images will sync through Spanning Sync.

Interesting. Spanning Sync actually isn't involved in the conflict
resolution process, that all comes from Apple Sync Services. However I
will try to reproduce this and if I can I'll report the bug to Apple.
