Hi,
The Address Book app "hides" that setting if it thinks that you don't
have an iPhone or MobileMe account. It appears that syncing is on but
since the Address Book app has hidden the pref from you, there's no
way to turn it off.
The easiest way out is to locate this file:
~/Library/Preferences/com.google.GoogleContactSync.plist
("~" refers to your home directory.)
Move it to the trash, then logout and login again and everything
should be fine.
