Since that message comes from PayPal (who processes our credit card
transactions in addition to PayPal transactions) I can't get any more
detail on why the transaction is failing. They have pretty strict
fraud prevention measures, so your card might have been flagged by
them even though your bank says it's OK.

I suggest contacting PayPal directly (at +1-402-935-2050) or trying
anothe credit card or a PayPal account. I'm sorry I can't be of more
help.
