When I've seen this recently it's been because of the iCal bug
described here:

One way to verify this is to open Console.app and monitor your
system.log. Then, create a new test event on Google and sync with
Spanning Sync. If you're experiencing that bug, you'll see a message
about "multiple exceptions" in the log. Unfortunately, iCal will not
pull in any other events until the one event that's causing this
problem is deleted.

Oh, and our software never touches the Sync Services folder directly.
