Stephen, Do you have sync turned on in Outlook? This will sync iCal with anything you put into Outlook. In Outlook preferences click on 'Sync Services', then check 'Calendar' and select 'On my computer' as the account to sync.
Spanning Sync will then sync it to Google calendar.
