PDFs have always been a bit of an impediment to true open access beyond simply reading the articles in question. No longer. Repositories and libraries (and publishers) that yearn to offer the same functionality – and more – for PDFs as for html, ought to have as default (at least provide links to) this free scientific pdf- reader developed at the U of Manchester: getutopia.com

The reader can even be used as collaborative software, as comments etc. can be shared, and different versions of an article be automatically recognised as *versions* of the same article rather than be seen as entirely different articles just because the lay-out isn't the same or there are small differences in the text.
