Hello! The same issue for me as well. I have changed "SetEnv WEBSERVER_ROOT /usr/local/" to "SetEnv WEBSERVER_ROOT /usr/local/tpp/" in /etc/apache2/sites-enabled/tpp-4.6.3, but I have the same error.
