Looks like you are using the wrong separator for user and group. Just a 
small typo in the command.
To say user 'tpp' and group 'tpp' you have to separate them with a colon, 
not just a dot.

sudo chown tpp:tpp /usr/local/tpp

With the typo the computer says 'No' because she thinks that the username 
is 'tpp.tpp' and that one doesn't exist.
