I was thinking pylidar - since getting SPDlib running has been a bit of a 
mission (ubuntu16 - many dependencies to check on ) and pylidar is a relatively 
painless conda install.

I’m slightly suspicious that not enough data exist in the LVIS waveform files 
to create an SPDv3 - I’d be really happy to be proven wrong :) …not to mention 
I’m not  fully done my wade through LVIS/SPD specs to generate a 
what-goes-where matrix yet.

As an academic exercise it’s still interesting to crack open LVIS files and try 
to make them do things, so I’ll have another shot at getting SPDlib + python 
bindings going in the next few days and dive back in. Fingers crossed! I’m 
completely happy to feed any results back to the community - most likely as a 
hacky-but-well-documented ipython notebook rather than a nice, efficient 
function...
