I thought this looked familiar to a variant we have on the SPDX License List - 
https://spdx.org/licenses/BSD-Source-Code.html - but the one you have found is 
indeed just the one clause!  

 

I'm curious, are you seeing this a lot in FreeBSD?  

 

I would assume we would add markup for the name/copyright holder text in the 
copyright notice and disclaimer as per the other BSD variants to avoid a 
mis-match based on the SPDX Matching Guidelines for text that is not 
substantive. Agree?

 

All – while we have a meeting coming up this week, can we get a feel as to 
adding this to the SPDX License List next release via email in advance? As we 
are currently working on the next release, I think this might be the last new 
license we can squeeze in, so would like to get it sorted as soon as possible.

 

To that end, if Pedro is seeing this repeatedly in a distribution as large as 
FreeBSD, it seems sensible to add it.

6) Explanation.

While looking at adopting SPDX tagging for FreeBSD's source tree, I was unable 
to find references for many BSD license variants. The one-clause variant seems 
a logical extrapolation of the 3-Clause and 2-Clause BSD licenses.
In the case of the URL, the file originated in Berkeley Software Design, Inc., 
a company set up by Berkeley CSRG alumni. The number (1) is likely unnecessary 
but serves the historical purpose of denoting the historic BSD ancestry.
