I think the canonical docs should be in-repo [1] and that external docs should link there. Folks are unlikely to create an issue/PR without GitHub telling them about that CONTRIBUTING file (currently “Helpful resources… Contributing” on the right in [2]). But it's certainly possible to file a new issue/PR without hitting [3].
