My understanding is that the recommended approach is to use OR [1], e.g.: EPL-2.0 OR GPL-2.0 WITH Classpath-exception-2.0 Perhaps this should be addressed in a <notes> entry in EPL-2.0.xml? Phil had called for that not in [1] but it hasn't happened yet. I'm happy to file a pull request adding the note later in the week if nobody else beats me to it ;).
