Proposal: Add an additional property at the package level to store the project
home page URL for the package.
The project home page is distinct from the download location URL currently in
the spec.
Range - Optional = zero or 1
Background - During the plugfest at the Linux Collaboration Summit, some of the
SPDX files compared used the download location URL as a home page URL.
