formally model / publish the license headers as they relate to the standard
License List.
As noted as an issue at Linux Collab Summit.

Currently the published license list on the web pages of spdx.org does not let
you navigate to standard headers. (though these are in process of being
compiled/vetted by legal team in the spreadsheet)
Importantly, need to nail down data model (field names) for associating the
vetted headers with the standard licenses.
