Document best practices on what value to record in the download location field.

There are concerns from some about whether to record a very specific url (to
the file level) in the download location field which is not likely to be
permanent.  Thus a suggestion to record a general download page.

If a separate field did exist for project homepage, then best practice would be
to put the 'factual' specific url (to the file level) in the download location
field as a record of where the package was in fact downloaded from.

In the absence of separate field, document best practice...
Use of judgment ok if the url from which it can be downloaded is not permanent.
