The general umbrella issue seems to be about providing sufficient info in the SPDX document about exactly where the source / artifacts can be found. Not just assume that a download url will always be valid; sometimes it is a source control system. Or sometimes only project homepage will live on, and an SPDX consumer may be able to do some research via the project url to track down the bits at some future time... Per Jack Manbeck, this exact problem was discussed at the 2013 Linux Collab Summit.
