I just submitted a proposal for external file references for consideration - bug 1147 (https://bugs.linuxfoundation.org/show_bug.cgi?id=1147).
This would be a useful proposal if we adopt the file dependency property as proposed by Mark. I attempted to make the proposal compatible with the 2.0 model. If we don't have time to implement in the 1.2 timeframe, the proposal should give us a head start on any 2.0 work in this area.
