SPDX 1.0 does not contain a LicenseName in the spec. In SPDX versions 1.1 and
1.2 the license name is mandatory. Any SPDX 1.0 document would be invalid and
incompatible by this definition.
The spdx.org/rdf/terms page shows this property as optional, inconsistent with
the document.
The tools currently do not check for the required field (consistent with the
rdf/terms but inconsistent with the document).
Note: This is showed up in the 1.1 version of the spec, we must have missed it
in the reviews for consistency.
