Update on Google Summer of Code projects for SPDX Tools.

We are submitting the current list of SPDX Workgroup and UNO Tooling projects from http://wiki.spdx.org/view/Technical_Team/Ideas_List as candidate GSOC projects under the auspices of the Linux Foundation as the Mentor Organization. Now we need to get the word out so that we get many students interested in applying for these projects. Matt Germonprez is taking a lead on that recruitment, but we need help from everyone. Also - please note that Gary and Matt are the currently listed Mentors for these projects, but we will need more Mentors if we get more than a few projects approved.
