In SPDX 2.0, there is a proposal on allowing references to SPDX documents and
files. Proposal to extend this to LicenseRefs as well.
Since the external documents and files will potentially references local
licenses, we will likely have a need to address those licenses from the
external document. For example, we may want to use the external license ref to
construct a concluded license.
Proposal: Use the same naming mechanism for the document as we do for files and
packages. Use the LicenseRef-[idstring] as the unique name (e.g.
DOC1:LicenseRef-13).
Possible issue: We increase the likelihood that two LicenseRefs may point to
the same text (e.g. both DOC1:LicenseRef-10 and DOC55234:LicenseRef-882 contain
the same licenseText).
