Presumably you have master versions of those that mark out the
variable sections in some way. If it had been me, I'd have just
surrounded them with some pair of characters that individually don't
occur in license texts.
Just ship that master form. I already have a strategy for dealing with the
templated parts in mind.
Don't forget that license headers should be in the dump, too.
