I have a quick comment on the draft spec. The current license expression doesn’t support multiple license exceptions, even though that is absolutely possible. I suggest tweaking the grammar to allow repeated WITH. This is easily done; in Appendix IV, in:
compound-expression = 1*1(simple-expression / simple-expression "WITH" license-exception-id / Change the “simple-expression” before “WITH” to “compound-expressoin.
