I would like to a topic for next week's tech team call: Standardizing the
license XML format

Background:

The legal team has been working on changing from a spreadsheet + text file
format for the licenses to an XML format. I was on this week's legal call
and agreed to take this topic to the tech team.

There are two drivers for this change:

-          Allow for greater collaboration and contributions to the license
list by changing from a single spreadsheet to multiple XML files which are
under git repository control

-          Create an XML format for licenses for better and more reliable
tooling

There are 2 phases to the implementation.  The first phase is focused on the
collaboration goal and the XML format will be used internally by the legal
team and is not intended for external tooling.  The second phase is to
standardize the XML format.

Proposal:

Include the standard for the license XML format in the 2.2 version of the
SPDX specification.

Proposed plan:

1.       Update the tag names used in the XML format to be consistent with
the current specification (see the Google Doc Reference below).

2.       Document the XML format in the specification appendix and on the
website or wiki

One of the discussion points will be the names for the XML elements and
attributes.  I started a table in Google Docs to compare the current terms
used in the XML document to similar terms we are using in the spec:
