Gary and I went through the draft today and made a few more tweaks to
the document today on the SPDX tech call.
Could anyone interested please review it, and add any comments or
concerns you have to the google document -Generating a Notice File from
SPDX document

Next week on 11/15, Gary will host a wider review, and if no
significant comments, we'll mark it as final, and let Jack figure out
where it should be placed. :-)
