The last number (if there is one) in a SPDX license id is the version number.  
Everything before that number (and its leading “-“), is the unversioned ID.

There’s a recent exception for the GPL etc., but those are exceptions.

However it still does not answer the question "how does one relate CC-BY-SA-3.0 
and CC-BY-SA-4.0"?

Current spec contains just distinct "short ids", however I see no way to tell 
if "CC-BY-SA-3.0" and "CC-BY-SA-4.0" is "the same license with different 
versions"
