Not a bad proposal to add an API and to preserve the text. The challenge would be to update >400 license + exception definition files (currently XML) in the license list. It would take a lot of work to do this manually and SPDX is staffed by volunteers.
If there was an automated mechanism to add the original text or if someone were to volunteer the time to add the original text manually, we may be able to move this forward. If not, I suggest we go with one of the alternative solutions discussed in the referenced issue.
