Hi Max,
Given the evolution of the SPDX Specification format(s) - that is, it was
mainly in .pdf form for most of the past versions, I’d say that if you want to
refer to a specific version, I’d use the .pdf link
which may or may not have a linkable table of contents. See
https://spdx.dev/specifications/
e.g., for 2.2, you can always use:
https://spdx.dev/wp-content/uploads/sites/41/2020/08/SPDX-specification-2-2.pdf
