The minutes say: - Conflict between saying enumerations are closed and profiles can add enumerations
That indicates that the meaning of "closed" is unclear. 1) closed means core must define every enumerated value that can be used in any profile, or 2) closed means that core or standard profiles or company/community-specific profiles must define every enumerated value Closed is the opposite of open, and a definition of "open" that allows an "enumerated" value that isn't enumerated anywhere (in the core or spdx profiles or company profiles) isn't useful. There is no document that anyone can go to to figure out what the "FOOB" relationship means if it appears in an SBOM. So I prefer definition 2 of closed.
