Hi Anthony, just to make sure: which version of the Python tools are you refering to?
The refactored version (now merged to main) supports parsing of both (underscore and dash) for json and tagvalue. This implementation is based on the discussion in https://github.com/spdx/spdx-spec/issues/792. ( https://github.com/spdx/spdx-spec/issues/792 ) The writer on the other hand would write OPERATING_SYSTEM for json files (aligned with the json schema) and OPERATING-SYSTEM for tag value files.
