I ran into a different conflict, but this was just a one time thing.
In general, 1600utc / 1800cest on Thu works very well for me.
Is there an individual email list or ist the tech list our medium?
Will it be a weekly or fortnightly meeting?
Is there an ics invite somewhere on the Internet that I can import in my
calendar?

Did this happen? It's on my calendar at 11am - 12pm (showing EST -5 for
some reason instead of EDT -4), but I stayed on until 1615 UTC and a
moderator didn't start it up.
