Hello all,
I am Meem Arafat Manab, a Marie Skłodowska-Curie doctoral fellow at the
Ontology Engineering Group, Universidad Politécnica de Madrid. I work on
machine-readable policy representation, and my recent works include ODRL
extraction from process models, ontologies for EU Data Act compliance,
and linked-data resources for European Data Spaces.
I would like to propose something for the SPDX community: an ODRL
profile for licenses on the SPDX license list, published as an SPDX 3
extension namespace.
An ODRL profile, in our case, is a vocabulary declaration
(https://www.w3.org/TR/odrl-model/), as it defines which actions, asset
classes and constraints are valid in a domain, with stable URIs and a
semantics. It defines the terms in which conditions can be expressed. It
does not scope which conditions attach to which license. This makes
things machine-actionable, unlike text licenses, but ODRL does not take
over legal interpretation (something SPDX does not do either).
Our planned first iteration would cover data, content and documentation
licenses only: CDLA, ODbL, ODC-By, PDDL, O-UDA/C-UDA, the open
government licenses, CC, etc. The asset model of ODRL, I believe, fits
those without any complication. Software licenses would then be the
second step.
Now, my first question is, is extension the right home, or should this
live outside SPDX and just reference spdx.org/licenses/{id}? And is
thereany prior art I should be building on instead?
I can send you a detailed proposal if you would like, or even be up for
a meeting.
Also, I have put Dr. Beatriz Esteves (IDLab, Ghent University), Editor
of the W3C ODRL CG, in copy, as she is a valuable resource person from
the ODRL Community.
