Actually, this isn't an issue. I tested what Michael said, about using
SECTIONAME="Higher,Lower" where higher is the root section and lower is the
lower section and it worked fine.

So, to summarize - if you want to reference a section that is a subection,
make your page look like so...

<CFA_PAGE
        PAGENAME="Main" SECTIONNAME="ThirdSection,LowerThird"
SITENAME="DemoSpectra">

Probably this needs to be documented a bit better?
