Spectra 1.5.1 runs on CF 4.5.1 sp2 and CF 5.0, here's the link to the

System Needs Requirements
Application Server ColdFusion Application Server Enterprise Edition
Version 4.5.1 SP2 with Hot Fixes or 5.0, with
Advanced Security installed and enabled.
If using ColdFusion Server 5.0, read the
Installing, Upgrading, and Uninstalling sections in the
ColdFusion 5.0 Release Notes. You must run the Advanced Security Wizard to
upgrade your security policy database.
