We use custom rules, but only ever have a single rule in the container,

Have you tried the single rule in the container???

The second rule (that I have added) does not contain AGROUPS,
ASTARTORDER, ILASTSTART or STGROUPS. Could this be the problem? This new
rule was created with the webtop though.
