Johan,

You need to use the root id and root password that was given when you install the LDAP 
services, not the admin id. Remember...there're 2 id's given. When you went through 
the CF installation,
choose Yes when it ask you about the creation of the policy store, provide your LDAP 
url (eg.URL:389) and then key in the root id and password. It works for me.
