I had a suspicion that this was related to URLSCAN on our IIS server denying the relative paths to prevent Code Red, but I haven't been able to find anywhere in the source code that used relative paths for anything important (like included .js files). I am still holding that option open -- but the webtop source code takes awhile to sift through.
