Andy, The weird thing is, the same procedure that I did on the upgrade on few of my past CF server was ok (4.5.2 to 5) but this one does not. What I did was, a fresh installation of 4.5.1 and then upgrade it to 4.5.2 and upgrade it to 5, then I reinstall spectra. The migration works perfectly. Sometime we need to use different medication for the same sickness.
