Hello Matt: I use CFOUTPUT tags, but didn't exclusively call <cfSetting enableCFoutputOnly="yes">. Would this impact whether or not a handler appears in the type handler list?

The new method is actually still associated with the particular type (I checked the typeData field for the type's record in the DB) but it does not show in the webtop nor does it work for any objects which utilize this new method.
