A couple thoughts.. I think that when I saw this one it was related to permissions.
Specifically permissions set in the webtop to manage various resources. When I modified the permissions for the id which experienced the errors. The database table owner could be suspect, I've seen this cause issues when the dsn is not set with an id that has appropriate permissions. This would affect all users.
