can somebody help me with this reflex: why do i feel that this sounds like a message from hungary or russia? the comment from the (Liberal Democrats) minister hughes indicates that in the british government such a new clause is seen as problematic, but then it makes one wonder even more what motivates the ACE to propose such a clause, if it is not the fear of a vengeful government? who is trying to protect whom from what?

I understand that ACE want to discourage organisations from public criticism but this wording is drafted also to control individuals and curb their fundamental freedom of speech.
