This will do that based on age - I need to determine age and wether the alarm 
has been notified or not.  If the alarm happens, and it is 'acknowledged' then 
no new event needs to generated.

This is very straight forward to achive:

 

- In SANM define a policy where the AGE is representing your timeframe. 

- In the associated Notifier (like EscalationNotifier) change the SetScript by 
adding a line where you connect via vnmsh, create alarm mh=whatever is 
convenient for you pcause=whatever you define.
