Thanks for your answer. 

Downside of using message facility from OneClick is that I'll only get the 
operators which are logged in at the time I send the message. "Offline" 
operators would never see this message. 

The workaround also wouldn't fit as we do a automatic CMDB comparsion every 
night and the manually created container would be removed. 

Any other suggestions for getting a popup window during the login process?

Robert,
        How about using the message facility in OneClick?   Only
the sender needs the web page, the operators would see the message
alert on the bottom of the OneClick screen.   Clicking on it
gives you all of the messages that have been sent.    It doesn't
keeps a history so each operator would get one viewing of each message.
You would need to keep copies of your messages for "re-viewing"
purposes.

A clumsy work-around:
     Put a network (or some other container icon) in your topology
view and use the annotation tools to just write your messages with dates.
Have the operators, as standard procedure, open the container and read
what is there.   It is simple, but you need the ops to actually read it.
