Can Spectrum monitor third-party Ethernet links? My query is elaborated in detail below. [Spectrum 9.1 in Windows based environment]

One of the devices discovered in the network is an Internet router located at an external site, which has no other neighboring devices modeled in Spectrum. An incident occurred recently at the internet-service-provider's end, due to which the device was unreachable for a long period of time. Though the event log for the Serial_IF_Port detected this and stated that an alarm will generated, No alarm was raised in Spectrum for the link/port. Instead, the alarm was raised for the device, indicating that the device is no longer responsive.

I need to know if it possible for both the device and the link to generate separate alarms.

Also, for Ethernet links between 2 modeled devices on separate locations, does spectrum only monitor the device ports, and not the links themselves? For example, even when the link went down, the connected ports/interfaces were still active, & Spectrum did not alert regarding the link down status.
Is there any way to monitor these third-party Ethernet links?
