I'm not sure if there is a hex code associated with the user who acknowledged
it per se. You may be able to use {u} though since that is what Spectrum
itself uses to fill in the rest of the alarm. If you want the whole line
going through Notifier though I'd check out 0x00010703 in the Event
Configuration.
"Alarm number {I 0x0700} has been updated for device {m} of type {t} by user
{u}. new Status - {S 0}."
