Hi Shahla, you can use ClearScript on Alarm Notifier to send emails on alarm clearing, the time your device come up again.
Set/Update/ClearScripts are simple scripts which could do everything on alarm creation, updating and clearing. With Alarm Notification Manager you could run several instances with special rules like do something if an alarm still present over 30min.
