Are you saying that you are testing using HTTP test to a Cisco device?
Are you sure there is HTTP/Web Service running on?
Or, may be Firewall rule need to be added from Test Host to Destination.
How about TCP port testing first? Have you tried?

I'm running IP SLA tests successfully for ICMP and Jitter. I have configured
one for HTTP but it consistently times out and will never run successfully.
I have tried several different sites that do not require authentication since
Cisco does not support this. Any ideas on how to configure one to work
correctly?
Is there something I'm missing or is not mentioned in the Spectrum
documentation?
