is it possible to enable that a operator can edit the topology and save
it, because sometime new devices are overlapping older devices. The other
rights are correct, only editing the topology should added to the role of
operators.

Berthold, 

You can "hide" the Topology tab by setting the privileges within a
"Role" in the User Editor.  No file to change; it's all through
OneClick.  In the permissions for the Role, De-select the permission to
see the topology tab.  You assign the role to a User Group, then all of
the users into that group.

If you want the users to see the Topology, but not edit, set all of
those users as Operator-level, and not admin.  That way, they'll be able
to see the topology, but won't be able to edit it.
